INEMA GOV 2027 area · city halls
Smart city halls start with skilled teams.
Your city hall doesn't need to start by buying more software. It needs to learn to transform what it already does. In 90 days, managers, civil servants, and IT staff train on real processes and deliver one internal solution and one solution for citizens, small, tested, and with an owner.
2 opening talks, 3 months, 3 deliverables, 10 tracks, and 8 templates to fill in.
01 · The vision
It's not about selling a course or a system. It's about leaving the capability inside the city hall.
The goal is to build competence in the municipality and reduce permanent dependence on vendors and consultancies. Teams learn to identify the real problem, transform the process, and implement and oversee the solution.
Lessons built on real work
Each department brings real processes to the workshops. No made-up examples.
Two solutions in 90 days
One internal (month 2) and one for citizens (month 3), small, tested, and with a maintainer.
Capability that stays
Non-partisan. Multipliers, documentation, and library continue after a change of administration.
No overpromising. Training, prototype, validated pilot, and production system are different things. Going into production depends on technical, legal, security, and accessibility validation, and on who will maintain it.
02 · The path
Two talks, three months, three deliverables.
One regional in-person meeting per month, one day long, with hands-on practice and exchange between municipalities, plus online activities between meetings. The annual program continues through month 12.
| Stage | What happens | Delivery |
|---|---|---|
| Talk A · 4 h leadership | The municipality in the age of AI · how to transform management · the INEMA GOV method · mobilization. For the mayor, deputy mayor, secretaries, and appointed positions. | Formal support, owners, and pre-selected problems |
| Talk B · 4 h civil servants | AI without complication · real problems from daily routine · from idea to solution, live · engagement workshop. | List of pain points and working groups formed |
| Month 1 learn to transform | Training (tracks 1 to 5), processes mapped, systems listed, two projects chosen: one internal and one for citizens. | Diagnosis, mapped processes, prototypes |
| Month 2 improve the work | Build the internal solution together with the civil servants (e.g., maintenance requests, HR requests). Test with real users and adjust the process, not just the screen. | Internal solution validated by the team |
| Month 3 make citizens' lives easier | Solution for the public (e.g., tracking requests, waste collection calendar). Plain language, accessibility, privacy, support. | Solution tested and, if approved, published |
| Months 4 to 12 keep evolving | One meeting per month, new improvement cycles, tracks 6 to 10, multipliers leading the next cycle, and a shared library. | Sustained solutions and trained multipliers |

2
solutions validated: one internal, one for citizens
Targets, not guarantees. They change with size, digital maturity, access to systems, and approvals. No complete system or complex integration in 90 days.
03 · Method and audiences
Map → improve → build → validate → operate → measure.
First understand and simplify the process. Only then think about technology. And don't train only IT: the people who serve citizens know the problem.
Leadership
Mayor, deputy mayor, secretaries, and appointed positions: vision, priorities, governance, and how to demand results. They don't need to program.
Managers and process owners
They map workflows, find bottlenecks, redesign the work, specify, and supervise.
Civil servants
Those who serve the public and process documents: practical use of AI and direct participation in the improvements.
IT and multipliers
Integration, automation, agents, security, testing, deployment, and maintenance.
04 · The program
Ten tracks. Most already have an open course at INEMA.
The heart is tracks 3 and 4: mapping and improving processes. Where there is still no course for the public sector, the card says gap: that is where the new courses coming out of the pilots come in.
AI in public service
From chat to agent · overview · Agent under control · Letramento em IA nos EUA
Gap: examples and limits for Brazilian city governments.
Transformation management
Gestão de IA 2027 · Base · People · Second Opinion
Gap: talk A in lesson format.
Work redesign
Create your method · Gestão de IA 2027 · Processos
Gap: municipal redesign cases.
AI in administrative routine
OSWork v6.2 · From chat to agent · terminal
Gap: the same routine in the browser only.
Automation and agents
Gestão de IA 2027 · Agentes · The 7 principles · Queues · criaagentes
Rapid system creation
Vibe Coding in Practice · OSWork Quick · agentic-app · San Martín (municipal website)
Existing systems and data
Database Fundamentals · Data Engineering with AI
Main gap: integrate the systems the municipality already uses.
Security and governance
AI Management 2027 · Govern · LOOP-R · Security · Tríade Letal
Gap: LGPD and Law 14.133 in municipal practice.
Details of each track, with audience, month and expected result: metodo/04-trilhas-e-cursos.md.
05 · Labs by department
Each department brings a real process.
These are not ten new systems. Each team chooses and solves high-impact, low-riskprocesses. Example: the street maintenance request that today arrives by phone, is passed along by hand, and nobody knows where it stands.
| Area | Project examples |
|---|---|
| Administration | Digital records, document routing, task control |
| Human resources | Vacations, internal requests, onboarding of public employees, consulting regulations |
| Procurement and bidding | Organizing requests, document checks, contract monitoring |
| Public works and infrastructure | Maintenance requests, work orders, inspections |
| Education | School administration, documents, communication with families |
| Healthcare | Administrative routines, queue organization, requests |
| Social assistance | Service flows, documents, follow-up |
| Finance and taxation | Service, inquiries, administrative checks |
| Environment | Records, inspections, requests |
| Mayor's office and ombudsman | Triage, citizen service, reports |
Warning: social benefits, health, taxes, penalties and citizens' rights require legal review, quality data, human oversight and additional controls. They are not automated without these safeguards.
06 · Template kit
Eight templates to copy and fill in.
Plain text, to print or paste into a municipal document. They are the starting point; the pilots will adjust each one.
Sponsorship statement
Owners, departments and authorized time.
Open → 01Maturity diagnostic
12 questions to decide where to start.
Open → 02Process sheet
How the work happens today and where it gets stuck.
Open → 03Project selection
Filter and scoring to choose the two.
Open → 04Acceptance criteria
The "done when", written before building.
Open → 05LGPD and security
Data, access, oversight and publication.
Open → 06Continuity
Maintainer, access, support and limits.
Open → 07Shared library
For another municipality to reuse.
Open →The templates organize points of attention and do not replace the analysis of each municipality's legal counsel. Library rule: share method and authorized artifacts, never municipal or personal data.
07 · Pilots
One pilot for each phase and each solution.
Before taking it to other municipalities, each phase is tested. The pilots are being put together; this is the working list. After that come three municipalities of different sizes and the national replication kit.
The two talks
4-hour script, slides and the live "from idea to solution" demonstration.
Mapping workshop
Process sheet, diagnosis and selection of the two projects.
Internal solution
Urban maintenance requests and HR requests, as a reference.
Solution for citizens
Tracking of requests; collection calendar and service lookup.
Multipliers
A public servant leads cycle 2 with minimal support.
Library
The first solutions documented for reuse.
Full plan, with the "done when" for each pilot: pilotos/README.md.
08 · Videos
To watch before the workshops.
There is no INEMA GOV video of its own yet. These are already online and serve the management, process and continuous improvement tracks.
09 · In Events
Areas that go deeper into the tracks.
10 · Get started now
The next generation of city governments starts with training people.
Better systems. Simpler processes. Public servants prepared to work with artificial intelligence.
