INEMA GOV 2027 Training · 7 courses for city governments

City government teams that map, improve and build.

The INEMA GOV training follows the program's tracks for city governments: understanding AI in public service, leading change, mapping and redesigning processes, putting agents to work under supervision, governing securely, and always improving. It is 7 existing open courses, in the order a city government uses them.

No programming required. The courses follow the 3-month program and the 12-month one.

The problem

The city government buys a system and the work stays the same.

The problem is almost never a lack of software. It is the process nobody designed and the team that was never involved. Each item below has a course that addresses it.

  • Requests arrive by phone or message, get passed along by hand, and nobody knows where they stand.
  • Each department does things its own way, and the process only exists in the heads of people who have been there for years.
  • AI comes in through the back door, with no rules on personal data.
  • The new system depends on a vendor, and when the administration changes, everything starts over.
  • Nobody measures anything: there is no way to know whether things improved.

After the training

By the end of the 7 courses, the team can:

01

Understand what AI does and where it stops

Fundamentals, limits, and the path from chat to agent, with no magic promises.

02

Lead the change

The manager's role when people and agents work together: priorities, delegation, and indicators.

03

Map and redesign processes

A process is not sacred: remove steps, merge them, standardize, and only then think about technology.

04

Put agents to work under supervision

Hire, delegate to, and supervise agents, with human approval where it matters.

05

Govern and keep improving

Risks, measurement, and the loop that learns from every failure.

7 courses in order · 53 lessons

An overview and one course for each core track.

Start with the overview. Then follow the order: leadership, processes, redesign, agents, governance, and continuous improvement. Tracks 3 and 4 (processes and redesign) are the heart of the program.

  1. 0

    Track 1v7.2

From chat to agent: the overview

What AI does today, where it stops, and how to move from chat to an agent that works on your files.

  2. 1

    Track 2v7.2

Gestão de IA 2027 · Base

The organization with people and agents, and the manager's role in it.

  3. 2

    Track 3v7.2

Gestão de IA 2027 · Processos

A process is not sacred: map it, find the bottleneck, and redesign before automating.

  4. 3

    Track 4v7.2

    Create your method

The team's working method, written down, which is worth more than the software.

  5. 4

    Track 6v7.2

Gestão de IA 2027 · Agentes

Hire, delegate to, and supervise AI agents.

  6. 5

    Track 9v7.2

Gestão de IA 2027 · Governar, medir e evoluir

Governance, risks, and measurement, with a final project in the Gestoria lab.

  7. 6

    Track 10v7.2

    LOOP-R Engenharia · Base

The anatomy of the loop that verifies, learns from failure, and improves the next cycle.

Who it's for

Made for

  • Secretaries, directors, and department heads who will sponsor the change and hold it accountable.
  • Coordinators and process managers: the core group of the program.
  • Public employees who know the problem and want to take part in the solution.
  • Municipal IT and multipliers who will build and maintain the solutions.

Not for you yet if

  • Those looking for a ready-made system to buy: here the team learns to build and supervise.
  • Those who want to automate decisions about rights, benefits, health, taxes, or sanctions without human supervision.

Included in the training

Each course comes with an open project and a template to fill in.

Besides the courses, the INEMA GOV kit has 8 templates (sponsorship, diagnosis, process sheet, selection, acceptance, LGPD, continuity, and library) and the pilot plan for each phase.

Why this training

What changes compared with a standalone course.

A real process, not an example

Each department brings one of its own processes to the workshops and leaves with it mapped.

Two deliverables in 90 days

One internal solution and one for citizens, both small, tested, and with an owner.

All audiences

Leadership, department heads, public employees, and IT learn together, each in their own role.

Three languages, same content

All seven courses exist in Portuguese, English, and Spanish, in version v7.2.

Questions

Before you start.

Do I need to know how to program?

No. Leadership, department heads, and public employees do not program. IT and multipliers go deeper in the technical tracks.

In what order should I take them?

0 → 1 → 2 → 3 in month 1; 4 in month 2; 5 and 6 throughout the annual program.

Do the courses cover all 10 tracks?

They cover the core tracks. Integration with municipal systems and LGPD in city hall practice are still gaps: they will become new courses based on the pilots.

Where are the templates?

In the open repository inematds/inema-gov, in the kit folder, with the guide in Portuguese, English, and Spanish.

Are there guaranteed targets?

No. The program's targets are for planning and are adjusted to each municipality's size and digital maturity.

Start with the process that gets stuck the most in your department.

Do the overview and fill in the first process sheet. That is how city hall starts to learn.
